Romanian hospital manager detained after being caught red-handed

Romania’s anticorruption prosecutors detained yesterday Danut Capatina, the manager of the Constanta County Emergency Hospital, and charged him with bribery.

The prosecutors caught him red-handed, on Wednesday, as he received EUR 10,000 from a denouncer. The payment was disguised as an installment on a claimed “debt”.

The Constanta County Emergency Hospital had concluded an agreement with a private company for the provision of IT services worth over EUR 139,000 per year between 2011 and 2015. In exchange, the hospital manager claimed EUR 2,300 per month from the company. The amount was later increased to EUR 2,900 per month, according to DNA prosecutors. The payments were made based on “consultancy” contracts concluded by that company with two offshore firms owned by Capatana.

In April this year, the company was in negotiations to sign a new agreement with the hospital. The manager reminded one of the denouncers that he still needed to pay him EUR 50,000 and the EUR 10,000 was one of the installments.
