Man gets jail sentence in case of 4-year-old killed by stray dogs in Romania

A Romanian landowner was found responsible for the death of a 4-year old boy who was attacked and killed by stray dogs on a land plot he owned. The court sentenced him to 3 years in prison, no parole. Moreover, he and the public administration of the park next to his plot, where the child was initially playing, have to pay EUR 2.4 million damages to the boy’s family.

The Bucharest Court of Appeal on Thursday sentenced Constantin Ciorascu to three years in prison for manslaughter. Ciorascu is the owner of SC Tei Rezidential SRL, the company that owns the land where a four-year-old boy was killed by stray dogs in 2013.

The sentence is final, reports local Agerpres. The District 2 Court had previously sentenced Ciorascu to three years probation, but the child’s family appealed the ruling.

The Bucharest District 2 Public Domain Administration also has to pay a criminal penalty of RON 300,000 for manslaughter, the same fine also being set for SC Tei Rezidential. Moreover, the Court of Appeal has also maintained the previous ruling according to which the Bucharest District 2 Public Domain Administration, SC Tei Rezidential, and Constantin Ciorascu have to pay total damages of EUR 2.4 million to the boy's family.

On September 2, 2013, four-year-old Ionut Anghel and his six-year-old brother Andrei were in the Tei Park in Bucharest with their grandmother. At one moment, the woman lost the two kids from her sight and that is when the tragedy happened: stray dogs attacked the two children and killed Ionut. His six-year-old brother managed to escape the dogs’ attack and told his grandmother what happened.

The prosecutors accused District 2 Public Domain Administration of not taking the proper measures to separate the park from the nearby land plot where the tragedy happened. This allowed the two kids to go to the unrestricted empty plot guarded by seven stray dogs, which attacked and killed one of the boys.
