Romania's public procurement draft law launches “innovation partnership”

The Romanian Government will supplement the methods for awarding a public contract with a new procedure called “innovation partnership,” according to the first draft of the new public procurement law, cited by local Mediafax.

The state will use the new procedure when it identifies the need for an innovative product, service or work that it cannot acquire on the market.

The new system will set interim targets for progress and will allow the contract termination after each evaluation phase.

The document states that a contracting authority may decide to set up an innovation partnership with one or more partners carrying out research and development activities separately.

In the tender documentation, the contracting authority will indicate the minimum requirements that every offer should meet.
