Romanian Govt. collects proposals from ministries for law on lobbying

Romania’s Government has asked ministries to send proposals for the bill regulating the lobbying activity in Romania, government sources told Profit.ro.

The Government’s version of the draft law brings amendments to a bill initiated in 2010, which is currently under debate in the Parliament. The Senate rejected the bill in 2010. Three years later, Romanian MPs tried to amend the draft law and promote a more radical version. This would have legalized influence peddling, according to the views expressed by civil society.

In 2015, the Romanian Government and investors tried to draft the first project that regulates the lobbying activity, trying to define terms as precisely as possible. The only result of that bill was the establishment of a central Intelligence Transparency Register (RUTI) within the central public administration. This provided that the prime minister, ministers, state secretaries and other officials should write down all their meetings with representatives of the business environment.

According to the Government’s current calendar, the Ministry for the Business Environment should have finalized a draft law on lobbying by June.
