Proposed changes for Romania's restaurants and bars: No pay if no official invoice

Employers' Unions in Romanian tourism have asked authorities for several legislative changes, which include allowing clients to walk out without paying if a restaurant or bar fails to issue an official invoice, as well as including the tip on the check. The requests also include a 9 percent VAT for food service, and halving building taxes for hotels with seasonal activities, according to Mediafax newswire.
