The emergency response to the fire at the Colectiv club in Bucharest, which led to the death of 64 people, was largely an uncoordinated action, where the authorities have somehow improvised, according to a report by the Prime Minister’s Control Body. The main causes of the uncoordinated action were the lack of exercise in the case of major emergencies, inconsistencies in the legislation, and a weak material base. The procedures for initiating these actions are also bureaucratic and difficult. Authorities haven’t managed to communicate efficiently on initiating the Red Plan of intervention, according to the report.
