Romania's Complaints Council cancels public tenders worth EUR 846 mln

The National Council for Solving Complaints (CNSC) canceled last year tenders worth EUR 846 million, up 47% over 2013. However, the number of recorded complaints went down by almost 35%. CNSC recorded last year 3,753 complaints made by companies. The majority appealed tender results (65.6%), whereas the rest referred to tender documentation. Some 42% of all tender complaints addressed auctions financed with European funds, while the rest referred to procurement procedures from public money. Over 97% of the Council’s decisions remained final and irrevocable after Court of Appeal challenges. Some 1,500 of these complaints were aimed at work execution contracts, 1,000 – at goods purchases, 1,260 referred to services purchase auctions. Some 18,400 public auctions went through the Electronic Public Acquisitions System (SEAP) last year, 5% fewer than in 2013. The total value of the contracts was EUR 17.4 billion.
