Romania begins preparations for 2027 state budget
The Ministry of Finance has begun work on the 2027 state budget, with ministries and other public institutions required to enter the data needed to estimate revenues and establish spending limits into a new budget-planning platform by November 11, finance minister Alexandru Nazare said.

The institutions have been given deadlines on November 9, 10 and 11 to complete or update their submissions in the NG Budget application, which was financed through the National Recovery and Resilience Plan (PNRR). The information will form the basis for the first stage of budget preparation, covering revenue estimates and proposed budget limits.
“Today we have concretely started the discussions on the 2027 budget,” Nazare said at the AGRI4FUTURE National Conference, organised by the Romanian Farmers Club, as reported by Economica.net.
The minister said the government had reviewed the progress made by the main budget credit authorising officers in using the new application. Institutions have begun uploading information, although progress varies, he added.
Nazare said the Ministry of Finance had taken stock of the submissions and presented the results to the prime minister and other ministers.
While several institutions had already started entering data, further work was needed before the ministry could proceed with its initial estimates. In subsequent statements to journalists, Nazare said some institutions had not yet started using the platform, while others had submitted only partial information or planned to revise their entries.
The November 11 deadline is intended to ensure that the Finance Ministry has the data required to begin calculating expected state revenues and setting spending ceilings for 2027. These estimates will provide the basis for further discussions with ministries and other public institutions on their budget allocations.
The use of the NG Budget application is part of the government’s efforts to organise the budget-drafting process through a centralised digital system, with institutions required to submit information in a common format.
