NGO ask RO President not to promulgate law on illegal buildings

The Declic online community, backed by nearly 800,000 members, asked Romanian president Klaus Iohannis not to promulgate the draft law that legalizes the constructions built without the necessary permits, including small micro hydropower plants or forest roads, G4media.ro reported.

President Klaus Iohannis returned the bill, authored by the Social Democratic Party (PSD), to the lawmakers, who passed it once again on July 28.

The draft law abrogates letter a) of article 24 of Law no. 50/1991 on the authorization of the execution of construction works.

The article lists the deeds that constitute offenses and are punished by imprisonment from 3 months to one year or by a fine.

By repealing these provisions, PSD wants to decriminalize the works without authorization on heritage buildings and the construction of hydro civil engineering works, forest roads, or regularization of riverbeds, Declic warns.

"Romania is under infringement for its micro hydropower plants. If this law reaches the Official Gazette, any unscrupulous contractor can build a micro-hydropower plant from scratch, without authorization. He pays a fine and then fills his accounts, with our money, with green certificates while sitting in the sun on a yacht in the Caribbean. Is that what the rule of law looks like?" reads the Declic message to president Iohannis.
