Nine Romanian ministries pay EUR 24 mln for software left unused

The Prime Minister’s Control Body discovered that nine ministries and their subordinated institutions paid over RON 110 million (EUR 24.4 million) between January 2011 and July this year for software that was installed, but has remained unused, unimplemented, or with several operational problems.

The Control Body has checked the acquisitions of software carried out at the level of all ministries and the institutions subordinated to them between January 1, 2011, and July 31 this year.

It has found that 19 public institutions acquired software licenses and products. These entities concluded over 10,000 orders worth RON 3.7 billion (EUR 829 million). Most of the software products have been installed and used. However, in the case of nine ministries and their subordinated institutions, some of the acquired software remained unused or unimplemented.

Some 12-13 companies got most of the public contracts for software and IT platforms, Prime Minister Dacian Ciolos said yesterday.
